They announce who gets pro cards at the end of a show. They don't necessarily go to the winners of 2 classes - eg, middle and heavy. One class can have both pros. Once you earn your pro status you still have to apply for it - lots of paperwork.
Pro cards are given (application still required) for:
Overall Mens winner
Overall Womens winner
Masters Mens winner
*Wildcards depending on judges discretion
