Seems like overkill, 5 years natural?

Natural Requirements

1. All competitors must be drug free for at least five (5) years - National and International Events - unless stipulated differently. Drug testing is to conform to IOC regulated Standards.

2. Once the athletes entry form is received they will be contacted to verify their appointment time for the SCAN test. Refusal of the test is considered a failure. A refusal or failure is an automatic suspension.

3. All Athletes must undergo the following testing procedures in order to ensure the natural requirements are satisfied. The first stage of the testing is a SCAN test, executed by Neutron's independent Doping Control Unit. This test will be analyzed by the Administrators of the Doping Control Unit to verify the validity of the information. If there is to be a problem with the validity of the information on the test there may be a one-on-one interview with the Administrators of the Doping Control Unit in order to clarify any inconsistencies or concerns with my answers. If there are still concerns regarding the results of the test, athletes may be called for an interview before the panel of judges. This would be a last resource measure and the ruling of the Judges would be FINAL. It is also understood that the SCAN test, as well as any possible interviews will be videotaped for the protection of all parties involved.

4. All competitors will be required to pay $60.00 for their drug testing at every event if they wish to compete. There may be extra charges for possible SCAN test, polygraph and/or urine test. All first place, overall winners and any competitors maybe required to take a urine test. Refusal of the test is considered a failure.

5. The Natural Requirements includes all performance enhancing "drugs" that are on the IOC banned list, which includes Ephedrine.

6. Neutron will also conduct random drug testing at each event as well as random testing to all members of the federation throughout the year. Random tests can be in the form of forensic screenings, SCAN test, polygraph or urine. Refusal of the test is considered a failure.

7. Random drug testing will be conducted without prior notice.

8. If an athlete tests positive for a banned substance they will be suspended from competing for a minimum of five (5) years from all Regional, National and International Events. A second positive finding, once the five (5) year suspension has been served and reinstatement takes place, will result in a life suspension from Neutron Fitness & Sports Organization.

9. Any member of the International Natural Team that is found experimenting with a banned substance will be banned from the team for life. The athlete suspension is effective from the test date. The athlete has the right to appeal the decision, however, the suspension remains in effect until either the "B" sample confirms or refutes the findings or a meeting is held by the representatives of the local federation or the International committee where the case may be appealed. Once a final ruling is made by the Local or International committee - it is final.

10. Be advised that among the banned substances is ephedrine and its derivatives, DHEA and Andro and all of its derivatives. It is the athletes responsibility to be aware of the substances that are on the banned list. Ignorance is not an excuse.

11. If the athlete should fail any of the drug tests, they will be automatically disqualified from the event. No Exceptions. The athletes' ban from competition will begin immediately and will continue through the appeal process. The athletes status may be reinstated upon completion of the appeal process and a final ruling decision is granted.

12. If the athlete should fail any of the drug tests, they will lose any titles won at the event, including any prize money earned. Any prize money received must be surrendered to the Neutron immediately, including the Neutron's membership card and trophy/trophies.

13. If the athlete wishes to appeal any of the results and/or decisions, they can appeal by the following process. A payment of $550.00 must be made in order to begin the appeal process and must be enclosed along with a formal letter sent registered mail to Neutron Fitness & Sports Organization. This fee is to cover $500.00 fee charged by C.C.E.S. to test the "B" sample and $50.00 administration fee charged by Neutron. Any other costs that need to incurred to repeat any of the test under the appeal process must be financed by the athlete.

14. Names of athletes suspended or banned as a result of the use of performance enhancing drugs, or poor sportsmanship etc. will be published in federation newsletters, magazines, on the Neutron Website or any other publications.

15. Failure to complete and return the suspension notice form within fifteen (15) business days upon receipt the participant will automatically ensue a five (5) year suspension from competing with Neutron Fitness & Sports Organization. A second positive finding, once the five (5) year suspension has been served and reinstatement takes place, will result in a life suspension from Neutron Fitness & Sports Organization.
