Passport security fails fake ID tests
Dead man, child's data accepted

Washington - Using phony documents and the identities of a dead man and a 5-year-old boy, a government investigator obtained U.S. passports in a test of post-Sept. 11 security.

Despite efforts to boost passport security since the 2001 terrorist attacks, the investigator fooled passport office and postal service employees on four separate applications, according to a new report.

The ruses are detailed in a report issued this week by the Government Accountability Office.

In one instance, the investigator used the Social Security number of a man who died in 1965, a fake New York birth certificate and fake Florida driver's license. He received a passport four days later.

In another attempt, the investigator used a 5-year-old boy's information but identified himself as 53 years old on the passport application. He received that passport seven days later.

In another test, the investigator used fake documents to get a genuine Washington, D.C., identification card. He then used the card to apply for a passport and received it the same day.

In a fourth test, the investigator used a fake New York birth certificate and a fake West Virginia driver's license. He got the passport eight days later.

Rep. Jim Sensenbrenner, a Menomonee Falls Republican, said Friday that he was shocked and dismayed by the investigation.

"I would hope this is a wake-up call," he said, calling on the State Department and the Postal Service to beef up the procedures that they have in place to make sure people don't use fake documents to get passports.

In 2002, Sensenbrenner successfully pushed for legislative reforms that tightened the security of passports and other travel documents. But he said some of the security responsibilities also fall on government workers who should be trained to spot the use of fake documents.

"The document is only as good as the process," he said. "It's very dangerous. You can use a passport to get into a nuclear power plant or a federal courthouse."

The State Department has known about this vulnerability for years. But the Government Accountability Office tests show that the department, which processes applications and issues passports, still does not have the ability to ensure that supporting documents are legitimate, said Janice Kephart, an expert on travel document security who worked on the Sept. 11 Commission report.

State Department spokesman Richard Aker said the agency regrets that it issued these four passports, adding that "the truth is that this was human error." He said the State Department plans to have facial recognition screening for all applicants in six months and is talking to states to see if passport officials can check states' electronic databases.

Two members of the Senate Judiciary terrorism and homeland security subcommittee - Jon Kyl (R-Ariz.) and Dianne Feinstein (D-Calif.) - requested the investigation.

I take those comments as a personal insult. All my friends are fighting in that war, being used as frontline soldiers for douches like that, so that THEY can feel safer at night.
