Is there a good site that reviews cars? I'm in the market for a car and would like to know what is good to purchase. Looking for a site that would show gas consumption, etc...

If one buys a new car, do they pay the MRSP mentioned on the car sites or do they pay more/less? Is the price final or can one negotiate??
