Can post canada open pack you are sending? What are their rights in that matter?

NO, not if packed well, etc, but if it's half open or somehting wrong yes, they "officaly" open it to reseal for you, i've seen this first hand
Only if they have a warrent.But if the pack looks odd i.e liquid leaking,bad smell,or ripped open.
From the Canada post corporation act. Section 41.
41. (1) The Corporation may open any mail, other than a letter, to determine in any particular case
(a) whether the conditions prescribed by regulations made pursuant to paragraph 19(1)(c) have been complied with;
(b) whether the manner prescribed by regulations made pursuant to paragraph 19(1)(e) has been adhered to; or
(c) whether the mail is non-mailable matter.

(2) The Corporation may open any undeliverable mail, including any undeliverable letters.

i've actualy receive a pack in the mail, completely opened

I've seen packs the said "officially repackaged" something due to damage or something and lol as shit get wrapped well IN SIDE nothing to worry about,. but it's common

if anything in the pack happens to leak etc....you will have it opened as well..
Yeah, they wont open shit unless its leaking or they have a specific reason too... what Monka said is true... they WILL repackage it if it opens during transit, but you SHOULD be safe...
