I know that a lot of labels, especially protein bars, use a "net carb" count for total glycemic load or sugar content. This is total carbs minus fibre usually.

How relevant is this number? Not just in a protein bar but in general. I add psyllium husk to nearly all my whey shakes and meals and it is usually between 10-15g fibre I am adding. Does this "cancel out" any and all carbs up to 15g in terms of the glycemic response they would produce?

Fibre doesnt cause much of an insulin response so it shouldnt be a problem. I only count net carbs even on keto.
