UPDATE: Read further down as this has changed again.
Commencing January 1st 2012, the upper age limit for juniors at all IFBB championships and other continental, regional and national contests will be 23 years old, during the year of competition.
In addition, for the 2012 IFBB World Championships Qualifier event, no athletes who are under the age of 18 years shall be allowed to compete.

so for the cbbf shows junior class will be 23? are they adopting this all through the divisions in the provinces?

Yes, the provincial organizations will be adopting it. It's best to contact your provinicial organization to make sure though.

Please be advised that the statement has now been changed to this.
Commencing January 1st 2012, the upper age limit for juniors at the IFBB World Championships Qualifier will be 23 years old during the year of competition.
For the North Americans and other CBBF national events (other than the previously mentioned IFBB World Championships events) the age limit shall remain at 21 years old during the year of competition, until further notice."
