Does paypal charge fees for sending money to someone else, when using a credit card?

No.

But,

It depends how much you are sending and how often. If you use it for business transactions multiple times daily then they will ask you to set up an account that brings with it small fees. If you only use it for ebay, or web shopping every now and then you will never pay a service charge.

Cool thanks bud, I also found that if your sending money to someone you have to pay 2.3%+0.30US for any transaction on a credit card and debit card payments.
