Is a top end dead lift like a regular dead lift? I was told to do these but I got no idea what the proper form for it would be. Help pls

If your talking about rack pulls where you start the deadlift from an elevated position then yea, I have always done them with the same form as the top half of my deadlift. I find they hit my erectors harder and use less leg's, so I can go heavier and concentrate more on my back.

How far down should you let the barbell go?
Knee high , shin high or whatever . They all work and they all help.
The higher up the the leg usually the higher the weight can be.

BUT...don't be that guy that slams around more weight than he should be lifting with a 2'' ROM. Rule of thumb is max. 10% more than your 1RM for a standard deadlift.
Rack pulls are really good for working on glute activation/hip drive.

I usually do them at whatever pin is just below my knee's.

I always try to do proper form the best I can and full range. I cant stand seeing people doing half reps and try to act like they are big.

ya for me rack deads are the only solution right now as L5 problems. I set the pins so that they are positioned just below my knees

Same problems...I think I am going to ease back into deadlifts in the new year with rack pulls as well.
