As of now GPC allows open back shirts. The rule was adopted at this years AGM. The only restriction to this is it has to look like it has a back on it. You can't get an open back and rip it open any more, it has to be in original shape and un-altered, with the exception of shortening of the torso for shorter lifters so it doesn't look like a dress. This move ws in response to the fact that many countries felt that by limiting closed back shirts they were missing out on lifters who compete in feds where open back was aloud.
