I went and checked it out because I am layed off and to be honest it seems like a lot of red tape. I pretty much am just frustrated by it and wanted to see if anyone else has dealt with it yet or is.

What seems like a lot of red tape? Are you drunk?

Drunk? There is a bunch of paper work and no real assistance for those that really don't know what they want to do, my brother went through the same thing.

its actually a fairly easy process. choose a program 2 years in length or shorter. maximum of $28000. fill out and submit your app threw a career counselor. Plus you collect your EI through out schooling. while worth going threw the "red tape"

**** sorry bro - I thought you were asking about 'a second career' and then didn't mention the career you were wanting to do.
I see now that 2nd Career is:

Have you done this because the councilor told me he has run out of funds to send people for testing to see what they would be interested in, as well as a hell of a lot of homework lol.
